Faccio un ultimo tentativo....googlando ho trovato che peer guardian potrebbe dare dei problemi...tu lo usi? Non mi insultare se l'ho sparata grossa, io non so neanche che cos'è!!!

la soluzione era tanto facile...e io che ho scomodato anche il famigerato "esegui" con comandi mai sentiti, il ripristino di sistema (addirittura), ccleaner e chi più ne ha più ne metta
bastava sistemare le "impostazioni di accesso ai programmi" anche se non mi spiego come si siano modificate...boh
